Overview
The Space Activities Amendment (Launches and Returns) Act 2018 passed both houses of Parliament in August 2018 and received Royal Assent on 31 August 2018. It will commence as the Space (Launches and Returns) Act 2018 (the amended Act) on 31 August 2019.
Legislative instruments, known as rules, are being prepared to support the amended Act. The rules include information that an applicant will need to provide for different licences and permits. It also encompasses insurance requirements and conditions for certain permits and licences.
The regulatory framework will include 3 sets of rules:
- Space (Launches and Returns) (General) Rules 2019
- Space (Launches and Returns) (High Power Rocket) Rules 2019
- Space (Launches and Returns) (Insurance) Rules 2019
The Agency is seeking your written views on the draft rules. Your written submissions and comments will help inform the development of the final rules.

What happens next
Comments on the draft rules for the Space (Launches and Returns) Act 2018 are now closed. The Australian Space Agency will consider the feedback provided when finalising the rules.
