Securing Australia’s domestic gas supply

The Business Council of Co-operatives and Mutuals (BCCM) welcomes the opportunity to respond to the issues paper on the security of Australia’s domestic gas markets.
The BCCM is the peak body representing co-operatives and mutuals in Australia. Eight in 10 Australians are members of at least one co-operative or mutual and more than 160,000 businesses are members of co-ops for logistics, manufacturing, marketing, purchasing and risk protection services. Many co-op manufacturers are significant gas users.
The BCCM believes that reform of the ADGSM is necessary, and we support changes being made so that it can be activated quickly and in direct response to increased domestic gas prices.
However, such reform of the ADGSM alone may not be sufficient to provide gas security for Australians and
Australian businesses, in line with the two first principles put forward in the issues paper. Broader reform that achieves similar outcomes to Western Australia’s DomGas policy should be considered alongside changes to the ADGSM.
