Offshore Oil and Gas Safety Review: draft policy framework

Overview

We are reviewing the regulatory regime for the safety of workers in the offshore oil and gas sector as part of our commitment to continuous regulatory improvement. Our Offshore Oil and Gas Safety Review aims to ensure the regime is fit-for-purpose, up-to-date and reflects leading practice.

This evidence-based review is looking at the Offshore Petroleum and Greenhouse Gas Storage (Safety) Regulations 2009 and Schedule 3 (Occupational Health and Safety) of the Offshore Petroleum and Greenhouse Gas Storage (OPGGS) Act 2006. It can also consider any other matters under the OPGGS Act necessary for a comprehensive review of the offshore safety regime.

Why We Are Consulting

We have developed a draft policy framework which sets out the proposed approach for revisions to the offshore oil and gas safety regime. The draft policy framework has been developed following consultation with the offshore workforce, industry, government agencies and unions, and consideration of submissions received in response to our department’s Offshore Oil and Gas Safety Review discussion paper.

The department established a Safety Stakeholder Group; has taken into account feedback from members of the offshore workforce collected through an online survey; and considered the recommendations of the Senate Inquiry into the work health and safety of workers in the offshore petroleum industry, held in 2018. We have also tested the offshore safety framework for alignment, where appropriate, with other work health and safety laws.

We want to hear your views on the proposals in the draft policy framework and invite you to make a written submission.

You can provide your comments, ideas and suggestions by uploading a written submission. The feedback you provide will help us to revise and finalise the policy framework.

All submissions and comments must be provided by 29 October 2020. We have provided a 12 week consultation period to accommodate the different way of working during COVID-19.

We will publish your submission unless you indicate it should be kept confidential.
