What are the most important safety issues to consider in producing, handling and using hydrogen in Australia?
The standards governing the transportation, storage and handling of hydrogen at high pressures must be developed based on a globally aligned approach to support a global industry and market. Design and construction of technology and hardware should be subject to a set of robust minimum standards to ensure the safety of public at the interface with technology such as refueling stations. A particular risk exists where organisations are creating and storing hydrogen 'behind the meter'. including remote mine sites, warehouses etc. Regulations and standards should practically consider the physical, chemical and mechanical properties of Hydrogen storage and use.
What environmental and community impacts should we examine?
Proximity of large storage facilities to urban infrastructure will be a concern. The existing liquid fuel import infrastructure is located at ports and in many cases close to urban development and port operations. The addition of major Hydrogen, ammonia, methane/methanol or other hydrogen 'carrier' infrastructure will be a key consideration.
What are the top two or three factors required for a successful hydrogen export industry?
Investment in safe and efficient supply chain infrastructure from generation to ship. Consideration of the energy density of the export medium to support efficient and commercially viable transport options
What are the top two or three opportunities for the use of clean hydrogen in Australia?
Power, domestic gas distribution and heavy freight opportunities (Ship/bus/freight)
What are the main barriers to the use of hydrogen in Australia?
Physical distance from point of generation to point of use. Increasingly crowded urban infrastructure.
What are some examples where a strategic national approach could lower costs and shorten timelines for developing a clean hydrogen industry?
Adoption of a global standards portfolio as applicable to electrical and mechanical componentry. This supports the procurement of low cost equipment as well as the potential for fabrication of components in Australia to international standards. A common regulatory structure across states including approach to planning, environmental, safety, fire protection and installation standards to facilitate the construction and operation of facilities.
What are Australia’s key technology, regulatory and business strengths and weaknesses in the development of a clean hydrogen industry?
Refer above: A consistent and bipartisan state and federal approach to clean energy mandates, regulations, taxation etc to present a consistent and unambiguous case for international investment in research and commercialisation.
What areas in hydrogen research, development and deployment need attention in Australia? Where are the gaps in our knowledge?
The key challenges at this stage are to identify the infrastructure requirements and weakness to support a commercial scale economy. Distribution of Hydrogen at a large scale and at pressures sufficient to support commercial transport fleet fueling will be a challenge. Transformation of grid blending of H2 beyond 10% presents a major opportunity to decarbonise the energy networks. The domestic energy market must benefit first and foremost to ensure a continued social licence. Much of the discussion is about export of H2 and while this no doubt presents a large economic benefit, we must not repeat the chaotic gas market importing LNG to the east coast gas network while exporting vast volumes of LNG from the west. Domestic Business and retail customers must benefit from the hydrogen boom.
