2.1.1. What are the biggest issues you experience when it comes to measurement used for trade?

I believe that the energy generated from solar panels is pushed by excessive potential from the grid. So some of the amount of power generated is wasted as it can't get into the power grid.
The measurement of power is disabled by the force of power already on the grid.

Also when it comes to measuring and passing for power, it is the power distributor that qualifies the amount to bill on statements.

As a power generator using solar panels it is the power company that is the customer. It is then the customer who measures how much solar power to pay for. That customer retailer relationship is unusual in commerce.

On a different topic, the food in supermarkets is sold in all sorts of sizes. One has to read the fine print that is price per 100g and convert to price per kg to get a comparative price between products.

2.1.2. How could the current approach be improved to better support measurement-based transactions?

Use a scientific approach rather than lobby group requests from the industry players. Hp

3.2.1. How should different types of shortfall be treated to ensure confidence and protection for both business and consumers?

The power pushback on the grid could be contentious for a long time.
If the meters could be programmed to give real time and charted over time information on power pressure on both sides of the grid gate.
Then we might get some transparency on fair trade of energy produced by all parties.

3.2.2. Is the current system of zero tolerance shortfall appropriate? How could this be approached differently?

Not only the overall weight but the solids content could be clearer to enable cosy comparison.
