Overview

The Anti-Dumping Commission is seeking feedback on the proposed terms of reference (ToR) for the International Trade Remedies Forum (ITRF). The ToR will provide a framework for the ITRF’s operation.

Feedback on the ToR should focus on:

  • the clarity of the procedures

  • procedures that support the ITRF to function effectively

The ITRF is the key stakeholder body responsible for advising the Australian Government on running and improving Australia’s anti‑dumping and countervailing laws. The ITRF is formed under section 269ZZYB of the Customs Act 1901.

Under section 269ZZYG of the Act, the minister can decide on the procedures followed at ITRF meetings, like those outlined in the ToR.

The Anti-Dumping Commission worked with members of the ITRF to draft the proposed ToR.

Our department released an evaluation of the ITRF in 2021. We suggested creating a ToR to help expand the legislative needs to articulate the scope and processes of the ITRF and the roles of key parties.

Forum membership

The Anti-Dumping Commissioner is the presiding member of the ITRF. The Anti-Dumping Commission acts as the secretariat.

ITRF membership includes representatives from Australian:

  • manufacturers and producers

  • importers

  • industry bodies

  • unions

  • government agencies.
