Proposed 2019 amendments to the Carbon Credits (Carbon Farming Initiative) Rule 2015 relating to ERF native forest regeneration projects

Overview

The climate change function transferred to our department from the Department of the Environment and Energy on 1 February 2020.

The Australian Government is considering amendments to the Carbon Credits (Carbon Farming Initiative) Rule 2015 (the Rule) to:

  • extend coverage of Rule amendments made in November 2018 to both Emissions Reduction Fund native forest regeneration methods
  • ensure consistency between approaches and sources used to identify both pre-existing forest cover and forest cover for the purposes of satisfying requirements to attain forest cover

Two Emissions Reduction Fund methods provide opportunities for projects involving changes in land management to regenerate native forests:

  • Carbon Credits (Carbon Farming Initiative) (Human-Induced Regeneration of a Permanent Even-Aged Native Forest-1.1) Methodology Determination 2013 (the Human-Induced Regeneration Method)
  • Carbon Credits (Carbon Farming Initiative) (Native Forest from Managed Regrowth) Methodology Determination 2013 (the Native Forest from Managed Regrowth Method)

The November 2018 Rule amendments clarified the timeframes in which land under the Human-Induced Regeneration Method must attain forest cover in order to obtain further carbon credits. These proposed amendments will extend the previous amendments to also cover all projects under the Native Forest from Managed Regrowth Method.

The November 2018 Rule amendments and the proposed Rule amendments align with the draft technical guidance on stratification, evidence and records for regeneration methods developed by the Clean Energy Regulator.
